Government Work Report in 2020

Fellow Deputies,

On behalf of the People's Government in Shizhong District, I now present to you the report on the work of the government for your deliberation, welcome comments on my report from the members of the district CPPCC and others present at this meeting.

I. Review of Work in 2019

(1) Focus on conversion of energy and obtain new achievements in high-quality development.General public budget revenue of the whole district exceeded the 10-billion-yuan and its GDP exceeded the 100-billion-yuan. It is estimated that investment in fixed assets increased by 9%, retail sales of consumer goods increased by 8%, and foreign capital actually received increased by 10%. Firstly, the leading industries are more stable. The financial sector operated smoothly, with 70 district headquarters for banking, insurance and securities and futures, generating 1.77 billion yuan in tax revenue. The construction industry developed rapidly, with the added value increased by 25%. The service industry increased speed and improved efficiency, adding 63 service enterprises above designated size, with the service industry's revenue reaching 27.48 billion yuan, up 9.2%. The information and communication industry became bigger and stronger, with taxes reaching 446 million yuan, up 28.4%. Secondly, the emerging industries scale up and increase efficiency. The momentum of the new financial industry is strong, with 30 new financial and quasi-financial institutions such as China-US Green (Shandong) Industrial Investment Fund Partnership, Modern Financial Industry Parent Fund of New and Old Kinetic Energy Conversion in Shandong Province settled in Shandong New Financial  Industrial Park, whose management fund exceeds 160 billion yuan. The modern logistics industry continued to improve, with 4 new logistics enterprises above designated size, with a revenue of 2.65 billion yuan. With the rapid development of digital economy industry, Shandong Digital Industry Building has been put into use, and the Internet Offshore Industrial Park has been unveiled. Chizi City has become Shandong's first Internet enterprise listed on the Main Board of Hong Kong Exchange. ZBJ.COM-led "internet plus" Innovation and Entrepreneurship  Comprehensive Demonstration  Park has been put into operation, with more than 100 "online + offline" enterprises. Shandong Anke Block Chain Industry Development Research Institute, the first provincial block chain industry innovation and entrepreneurship community, was incorporated. Shandong Smart Industry Building is striving to build the first BIM① software industrial park inChina, creating a highland of digital development of national construction projects. Innovative design industry vigor generate, state-level Jinan Industrial Design Research Institute expedites preparation; The second phase of Jinan International Innovation and Design Industrial Park has been put into operation, with 64,000 square meters of carriers, 185 registered enterprises and a revenue of 1.1 billion yuan. Emerging industries are becoming a kinetic energy conversion accelerator of the whole district. Thirdly, the steps of innovation and entrepreneurship are fast and steady. The strategy of upgrading the science and technology innovation industry belt in South Erhuan Road to a municipal level strategy has been adopted. The National University Science and Technology Park of Shandong University has been incorporated into the major project of new and old kinetic energy conversion in Shandong Province. The Shandong New  Generation Information  Technology Innovation  Center and the Shandong Digital Economy Industry Collaborative Innovation Research Institute have been established in our district. The district has added 1 research and development institution for enterprises above the provincial level, 2 academician workstations at the provincial level, 3 public innovation spaces above the municipal level, 1 incubator, 6 research and development and achievement transfer and transformation institutions, 57 newly recognized high-tech enterprises, and the output value of high-tech industries accounts for 90% of the total industrial output value above the designated size. The surging kinetic energy stimulated by scientific and technological innovation is released rapidly. Fourthly, the vitality of development continued to increase. The opening to the outside world has been continuously expanded. Enterprises have been organized to participate in the 2nd China Import Expo in Shanghai. Enterprises such as Shandong Electric Power Equipment Company and Chaoyixing Catering Co., Ltd. have reached a turnover of over 100 million US dollars. Imports and exports totaled 4.189 billion yuan in the whole year, up 12.5%, over-fulfilling the annual plan. Nighttime economy is increasingly prosperous. The nighttime consumption in the Old Commercial Port, Wanda Plaza, Greenland Puli Center and other characteristic blocks and commercial centers continues to rise, and "the darker the night is, the more beautiful they are" has become the new business card in quality Shizhong.

(2) Focus on tackling key problems of project and expand new space for high-standard construction. We adhere to the planning guidance, project priority, go all out to push the project, expand space, build a carrier, develop city, district development carrying capacity, competitiveness continued to increase. Firstly, it is to scientifically plan a "new blueprint" for the integration of industrial cities. To carry out the planning and preparation of the South Erhuan Road Science and Technology Innovation Industrial Belt, and to define the long-term orientation of "Leading Belt of Frontier Science and Technology and Demonstration City of Cross-border Integration”; New highlights of advanced manufacturing industry in Shizhong were created by planning the development layout of the green intelligent manufacturing industrial park; Dajiangou district has gradually resolved the problem, and the development of the South can be expected in the future. The special plan for rural sewage treatment and the three-year plan for people's livelihood facilities and municipal facilities have been pushed forward simultaneously, providing guidance for the overall planning of city-industry integration and the coordinated development of urban and rural areas. Secondly, it is to make concerted efforts to have an offensive move of shantytowns renovation and urban renewal. 42 expropriation and relocation projects were accelerated, and 1,654 agreements on house requisition and relocation were signed, covering 408,400 square meters. 1579 mu of land supply is completed, of which 835 mu was transferred and 744 mu was allocated. Relocation has always been a top priority, and the "Warm Housing Project" has been vigorously implemented. 9,200 housing units such as Wen Zhuang and Weijia have been officially delivered, and 17,000 people have got new houses, thus achieving a major breakthrough in the construction of housing units in our district. Thirdly, it is to coordinate and improve the "solid guarantee" of infrastructure. Around the construction of a modern transportation system with external communication, internal communication and interconnection, the construction of major transportation arteries such as the Shunhe Elevated Highway south extension and the Dangyang Road has been started, the east-west connection of Liuchangshan Road has been realized, the bottleneck roads in the East Baimashan Road and southern sections of Yuxing Road have been opened, the upgrading of Minsheng Street and Weisi Road has been completed, and 12 rural roads have been upgraded. The reconstruction project of Ma 'anshan Road's characteristic blocks has been progressing steadily, and the 30-year-old morning market in Yingxiong Mountain has moved into indoor operation orderly. Langmaoshan district and other eight old districts, 1.52 million square meters renovation project completed smoothly;102 elevators were installed in the existing residential buildings, over-fulfilling the task, and the living environment of the residents continued to improve. Fourthly, it is to focus on building "New Highland" for industrial development. Take advantage of the district's efforts to accelerate the promotion of 12 key municipal projects, with a total investment of 12.35 billion yuan. Shandong Smart Industry   Building, Shandong Kechuang Building and other commercial buildings have been completed and put into use, adding 205,600 square meters of high-end building carriers. National University Science and Technology Park of Shandong University has 26 buildings, and a number of projects such as Sino-Japanese High-tech Industrial Park have signed contracts to settle down. Jinan Science and Technology Industry Innovation Demonstration Park with a total volume of 550,000 square meters has been put into use, introducing leading enterprises in the industry such as SAP② inGermanyand MF③ inBritain. Xincheng Industrial Base is luxuriously transformed into "5G+ Internet of Things Industrial   Park". It took only three months to build 42,000 square meters of standard factory buildings. It has also introduced high-quality projects such as Datang Network, Hitachi Group andJapan8K team's ultra-high precision printing. It has created a "Shizhong Speed" for the construction of industrial parks and the landing of projects, and is committed to creating a "Platform Gathering Innovation Platforms" to achieve multiple breakthroughs.

(3) It combined strength to attract big and strong enterprises, high starting point investment and talents attraction accumulate new kinetic energy. We adhere to the direction of building a modern industrial system, based on the industrial foundation, give full play to comparative advantages, carefully plan projects and accurately implement policies, making investment and talents attraction more pragmatic and efficient. Firstly, investment promotion and capital introduction have efficiency and potential. A total of 1,134 projects worth over 10 million yuan have been introduced, with subscribed capital of 93.3 billion yuan, up 28%. Of this total, 174 projects are worth over 100 million yuan, with subscribed capital of 74.8 billion yuan, up 38%. The district headquarters of the world's top 500 enterprises such as Alibaba,ChinaCommunications Construction and Shanghai Baosteel Gases have been successfully established. The Jinan ICBC New Kinetic Energy Fund with a scale of 10 billion yuan and the Shandong Investment and Financing Guarantee Group with a capital of 4.57 billion yuan have been incorporated, forming a favorable situation of introducing a large enterprise, initiating a number of large projects, triggering a round of large investments and leading the development of a district. Secondly, talents recruitment is done with tacks. Through in-depth implementation of the "Quality Shizhong, Jingwei Talent" plan, introduce 6 domestic and foreign well-known academicians, 2 national leading talents, 8 provincial leading talents, apply for 20 people included in 2019 spring "5150" talent doubling plan, 3 in spring industry leading talent support plan and introduce 11 innovation platforms such as Nobel laureate institute of life sciences. It landed 20 finals of the second "China Jinan New Energy International High-level Talent Innovation and Entrepreneurship Competition", ranking first in the city. Thirdly, investment and talents attraction is effective. We closely focus on high-end and high-quality industries such as digital economy, technology and finance, artificial intelligence and block chain, the government has done everything possible to attract projects, gather talents and promote industries. It has carried out investment promotion in Shanghai, Shenzhen,JapanandSouth Koreafor 7 times. It has held a special investment promotion activity of "Holding Hands with Jinan and Choosing Shizhong" in Beijing. It has meticulously held activities such as BIM software industry summit forum, 2019 "Spring City Cup" international innovative design competition, 12th (Jinan) International Information Technology Expo, etc., which have drawn a bright map of high-quality promotion of investment and talents attraction in Shizhong.

(4) Focus on building beautiful and livable city and creating the high-quality environment to show a new look.

(5) Focus on improving the people's livelihood and consolidating the high-level social security.

(6) Focus on facilitating enterprises and realizing new optimization of high-performance services.Firstly, we optimized the approval process around the convenience and benefit of enterprises, by highlighting the "complete the process at one time " and "one step at a time", carrying out the "five ones" service ⑦, implementing the "one window acceptance" reform pilot, speeding up the "fingertip office" and building the brand of "doing things simply and well" in Shizhong government affairs. The district was awarded with the Top 20 Excellent Government Affairs Service Hall and the Excellent Case Intelligence Decision Award in National Government Affairs Hall. The business environment in the whole district accelerated to version 2.0. Actively respond to the development needs of industrial parks and commercial buildings, take the initiative to provide door-to-door service and centralized examination and approval; in the whole province, the activity of "enterprises offering large gift bags" was first launched, allowing enterprises to carry bags. The construction of a business environment with the fewest approval procedures, the highest efficiency and the best investment environment is accelerating. Secondly, we pushed forward the implementation of policies around enterprise development. In-depth implementation of the city's 35 measures is purposed to optimize the business environment and the district's 100 measures to promote the development of market players, with high-quality services to help market players improve quality and efficiency. Strict implementation of tax reduction and fee reduction policies helps achieve tax cuts of 1.282 billion yuan; The arrangement of 16 million yuan in discount interest loans has effectively stimulated the development of micro and small enterprises. There were 20,500 new market players, totaling 103,500. We will fully implement the action plan of "bringing enterprises to the cloud" and complete 2,772 enterprises to the cloud.

II. Main Tasks in 2020

Overall requirements for the work of the government in 2020 are: Centering on the overall goal of building a quality district for a modern "big, strong, beautiful, wealthy and convenient" international metropolis, the "four directions" of party building, strategy, platform and system are highlighted. The "six driving forces" of reform and innovation, city-industry integration, project support, bottom-line binding force, social mobilization and cadre responsibility are strengthened. The "seven priorities" of industrial quality improvement, investment and talents attraction promotion improvement, project potential improvement, rural revitalization, governance efficiency improvement, environmental improvement and livelihood improvement are focused to show Shizhong's role and strength in the process of building a modern "big, strong, beautiful, wealthy and convenient" international metropolis.

Based on various factors, it is suggested that the main expected targets for economic and social development of the whole district in 2020 are: GDP growth by about 6%, general public budget revenue growth by about 6%, investment in fixed assets growth by about 8%, total retail sales of consumer goods growth by about 6%, foreign capital actually received growth by about 7.5%, urban registered unemployment rate control within 3%, to ensure the completion of the "double control" target task of total energy consumption and intensity issued by Shizhong government.

Around the above goal, in 2020, the government will focus on the following seven aspects:

(1) It will focus on industrial upgrading, pay close attention to the conversion of kinetic energy, and realize new promotion in promoting high-quality development. We will further strengthen the concept of "a strong industrial zone", adhere to the consolidation and upgrading of traditional industries and the expansion and strengthening of emerging industries, speed up the continuous conversion of new and old kinetic energy, focus on building a modern industrial system and build up the core competitiveness of the district. Firstly, it is to promote the modernization of traditional industries. Based on its own advantages and development foundation, we will strive to expand and strengthen existing leading industries such as traditional finance, information and communications, commerce and trade. We will develop the financial industry with special features, vigorously promote the second phase construction and the third phase planning of Shandong New Financial Industrial Park, vigorously develop industrial finance, green finance and technology finance, and focus on introducing financial and quasi-financial development formats such as private equity fund, trust, factoring, financial leasing, etc. to create a highland for the development of financial agglomeration with special features in the whole province. High-end development of intelligent manufacturing industry, full efforts to promote the construction of green intelligent manufacturing industrial park, cultivation and development of intelligent manufacturing, new energy vehicles, 5G intelligent equipment and other industries, relying on Datang network Internet of Things industry national headquarters, construction of intelligent security, intelligent retirement and other eight intelligent application scenarios, accelerate the layout of intelligent manufacturing production lines, ten years to form a hundred billion output value, focus on building a green development characteristics, segmentation field advantages, sustained development potential, high-end quality brand upgrade of Shizhong industry. Secondly, it is to promote the scale of emerging industries. Innovation and development of digital industry help promote the construction of Shandong Digital Economy Industrial Park, relying on Shandong Digital Industry Building, Shandong Smart Industry Building, and "internet plus" Innovation and Entrepreneurship Comprehensive Demonstration Park, building information interconnection and sharing management platform, layout and development of 5G communication technology, gathering international leading enterprises such as artificial intelligence, big data, cloud computing, and "Unicorn" and "Gazelle" leading enterprises, building the development pattern of "leading enterprises-industrial chain-industrial cluster-industrial base" and creating a national-level big data industry gathering area. Priority will be given to the development of science and technology industries, the construction of National University Science and Technology Park of Shandong University will be accelerated, high-level plans will be made for the construction of Jinan University Science and Technology Park, Taishan University Science and Technology Park, and "Shanshui Home" Science and Technology Park. The two major "state-owned" innovation and entrepreneurship bases will be brought into full play. Relying on Sino-Japanese high-tech industrial parks, the construction of the International Technological Outcome Transfer Platform (iTOT) will be accelerated, establishing a chain system of "headquarters incubation, capital infusion, trans-district production and going public with package”. We will focus on the development of innovative design industry, and promoting the third phase construction of Jinan International Innovative Design Industrial Park, taking industrial design as the leading factor, giving consideration to a variety of design industries, gathering top design enterprises at home and abroad for entrepreneurial development, and creating an innovative design leading area with important influence and competitiveness. Thirdly, it is to promote high-end headquarters economy. We vigorously introduce the headquarters of large domestic and foreign enterprises and district headquarters, and actively introduce headquarters-based institutions such as finance companies, asset management companies, research centers, and marketing centers, so as to form a good trend of corporate agglomeration and development at headquarters as soon as possible. In order to expand the building economy as a breakthrough, we will further strengthen the construction and renovation of commercial buildings. We will stick to the theme of one building with one feature and one floor. We will build a new batch of 100 million-yuan buildings, e-commerce buildings, data buildings and scientific buildings through "introducing famous enterprises", "building famous buildings" and "gathering famous experts" to continuously improve the development level. The Old Commercial Port, Wanda Plaza and Greenland  Center will be connected into a line, highlighting the nighttime economic characteristics, stimulating the nighttime consumption potential, further improving the modernization and internationalization level of Jingsi   Road's "Golden Street" and creating a "city living room" with high standards.

(2) Focus on high-end precision, pay close attention to investment and talents attraction, to practically realize new promotion in the development advantages.We will strengthen cooperation with chambers of commerce and associations in Jinan, Deloitte, Cushman & Wakefiield and other professional organizations to continuously expand the investment promotion network and improve the effectiveness of investment promotion.We will strengthen the package planning of investment promotion carriers such as National University Science and Technology Park of Shandong University, Green Intelligent Manufacturing Industrial Park and Shandong Kechuang Building, focus on advantageous industries such as digital economy, intelligent manufacturing, scientific and technological innovation, modern finance and cultural creativity, and focus on introducing large and strong projects, new and special industries and small and beautiful enterprises. Focusing on two articles on Beijing's efforts to understand non-capital functions and to serve Xiong'an new area, aiming at the world's top 500 and industry leaders, efforts have been made to introduce headquarters-based, base-based and leading projects. We will adhere to the simultaneous development of construction and investment promotion, earnestly do a good job in the investment promotion of new buildings, create new advantages in building economy, and display new elegant demeanor of high-quality development.We will firmly establish the concept that talents are the first resources, unswervingly implement the strategy of "strengthening the district with talents", deeply push forward the plan of "Quality Shizhong, Excellent Talents", focus on high-level scientific and technological innovation talents, talents in short supply in the industrial field and excellent entrepreneurial teams at home and abroad, perfect the talent introduction policy, build talent introduction network, open up the road to talents and gather talents from all over the world. We will further improve the precise service system for talents, effectively solve practical problems such as settlement, housing, medical treatment, and children's schooling, and provide sufficient sunshine and rain for talent gathering and entrepreneurship development.

(3) Focus on the carrier platform, pay close attention to the project construction, and realize new promotion in expanding the development space.The first is to promote the city-industry integration development with better quality. The whole district's efforts will be combined to push forward the construction of "one area, one city" and "one area", that is, to build a "South Erhuan Road Scientific Innovation Industrial Belt" with the South Erhuan Road as the axis and integrating scientific innovation platform, scientific innovation enterprise cultivation, scientific innovation talent cooperation, scientific innovation project support and scientific innovation achievements. “One City" refers to the "Southern Kechuang New City" which takes ecological priority as the premise, green development as the guide, and scientific and technological innovation as the engine, and promotes Dajiangou - Fuxing Area, Green Intellectual Industry Agglomeration District and Fenghuangshan District as a whole. The second is to push forward the project construction with greater efforts. We will strengthen the concept of "project priority", further improve the project decision-making and promotion mechanism, manage the time, task and responsibility well, strengthen the overall planning of funds, supervision, and service guarantee, take four districts, namely Xinglong, Shiliulihe, Dangjia and Baimashan as the main positions for project construction, vigorously promote 127 district-level key projects in 8 categories, and especially accelerate the promotion of 11 municipal key projects with a total investment of 30.5 billion yuan, such as the commercial complex in the Nankang and Beikang districts, so as to promote the development of the Shizhong through the large-scale project construction. The third is to take stronger measures to promote relocation. We will accelerate the renovation of four scattered shanty towns, including public streets and fork roads. We will strongly push forward the relocation of the remaining 112 households and 60,000 square meters, including Weihua Village and Majia Village, to ensure the completion of the task according to the time schedule. Planning and implementing the housing expropriation work in the northeast plot of Sanjian and the Baimashan railway dormitory, promoting 13 land supply projects such as Shuanglong's commercial land in an orderly manner, and completing the assignment of plots such as Majia Village and Nankang and Beikang to lay the foundation for development and construction. We have made the resettlement of the masses the top priority for people's livelihood. We have completed the resettlement of 11,100 units and 24,500 people in nine projects such as Jingsiweiyi and Yue’er. We have also started the construction of about 2,400 resettlement houses such as Shuanglong and Houweihua Village. We have made every effort to let the residents who have been relocated outside go home as soon as possible and feel the warmth of their homes. The fourth is to improve infrastructure with higher standards. We will speed up the construction of major transportation arteries such as the South Extension of the Shunhe   Elevated Highway, the Fourth Phase of South Extension of the Erhuan Road and the Dangyang Road. We will start the South Extension of Dongyi Road in the Nangkang Beikang districts, and construction of six municipal roads in Xinglong District. We will cooperate with the completion of the implementation of six municipal investment roads such as Dajiangou Road and Xiaoling Road and the provincial key projects of the Zhengzhou-Jinan High-Speed Railway to continuously improve the connectivity level of infrastructure.

(4) Focus on improving quality and efficiency, pay close attention to rural revitalization, and realize new promotion in accelerating urban-rural integration.

(6) Focus on livable industries, pay close attention to environmental optimization, and realize new promotion in polishing the Shizhong brand.

(7) Focus on the expectations of private enterprises, pay close attention to livelihood projects, and achieve new improvements in improving the well-being of the people.
